One Piece, Vol. 11
One Piece, Vol. 11, subtitled "The Meanest Man in the East" (Japanese title Higashi Ichiban no Waru), collects chapters 91-99 of Eiichiro Oda's long-running pirate adventure manga. It was first published in Japan in December 1999 and released in English by VIZ Media under the Shonen Jump imprint in July 2006.
The volume brings the Arlong Park arc to its climax. After almost drowning at the hands of "Saw-Tooth" Arlong, captain of the nasty Fish-Man pirates, Monkey D. Luffy bounces back with a few tricks up his sleeve. The fate of Coco Village, if not the rest of the East Blue, rests on the outcome of their final battle. When Luffy finds the wrecked map room where Nami was forced to work for years, his fury boils over: he breaks Arlong's blade and brings both the pirate and his headquarters down into the ground.
With the village freed and celebrating for three days and nights, Nami takes her place with the crew for good, and the Straw Hats set sail for Loguetown — the port where the Pirate King was executed. Word of Luffy's victory travels fast, and the World Government answers it with the first bounty on his head.
