Synopsis

    Yes. City of Fallen Angels is the fourth book in The Mortal Instruments and opens roughly two months after the Mortal War that closes City of Glass. It assumes you already know Clary, Jace, Simon and the Lightwoods, how Simon came to be a vampire, and what happened to Valentine — none of which is re-explained. Start with City of Bones and read in order.
