Armed men take control of New York's Empire State Building and hold the people inside it hostage. FBI crisis negotiator Theo Requa, still unsteady after an operation that killed his partner months earlier, is pulled back into the field to talk them down. The voice on the other end of the line belongs to Christine Travers — the partner he believed was dead.
The hostage-takers demand a payout from a prominent senator, but the money looks increasingly like cover for something else, and Requa has to work out what they actually came for while the building stays sealed. The production leans on sound design and overlapping performances rather than narration, and keeps to a single confined location.
