Synopsis

Jean and Louise Dana are on spring vacation in Horizon, a resort town undergoing Victorian-era restoration. However, the project is plagued by theft and sabotage. The sisters, along with their friends, are drawn into the mystery when they witness a lumber theft, discover signals from an abandoned lighthouse, and repeatedly spot a phantom surfer who vanishes before reaching shore.
