Synopsis

Two years after an EMP attack crippled the United States, the survivors of Black Mountain, North Carolina, are slowly rebuilding. Electricity, radio, and medicine are making a comeback, and there's talk of a new national government. But when a draft is announced for an 'Army of National Recovery,' sending their young people hundreds of miles away, town administrator John Matherson suspects something is wrong. He must decide if this burgeoning government is truly a force for good, or if it poses a new threat to their hard-won peace.
