When an anarchist falls to his death from a police station window, the authorities quickly declare it an accident. However, a sharp-witted, fast-talking madman known only as the Maniac infiltrates the headquarters posing as an investigating judge. Through a series of hilarious impersonations and relentless questioning, he exposes the absurd lies and corruption of the police force.
